Windsor, Berkshire — The latest wave of attention on Jeffrey Epstein-related documents has revived a grave, unverified allegation from FBI files: that Prince Andrew Mountbatten-Windsor was among men who allegedly watched as Ghislaine Maxwell subjected a young girl to electrical torture at Frogmore Cottage in the 1990s. The claim, detailed in a December 2020 FBI report, has reportedly left Prince Harry and Meghan Markle “stunned” and “horrified,” transforming their former marital home from a symbol of renewal into one associated with unimaginable abuse.
The accuser, in the FBI document, stated she was taken to Frogmore Cottage—then a lesser-known royal residence—and restrained on a table, where Maxwell allegedly administered electric shocks while men observed. She claimed to recall Andrew’s face among them and said Maxwell assaulted her during an escape attempt. The woman identified the property years later from media coverage of its 2018–2019 renovation for Harry and Meghan.
Frogmore Cottage, on the Windsor Great Park estate, was granted to the Sussexes post-wedding and served as their U.K. base until 2020. They invested significantly in its restoration, describing it as a family sanctuary. The couple relinquished it in 2023 following King Charles III’s request amid ongoing family rift discussions. The alleged incident predates their occupancy by over two decades, yet the connection has proven deeply unsettling.
No formal charges or corroborating evidence have emerged from the claim. Andrew has denied all Epstein-related wrongdoing, including in his 2019 BBC interview and subsequent civil settlement with Virginia Giuffre. Buckingham Palace maintains he has cooperated with investigations and rejects criminal involvement. Surrey Police confirmed in late 2025 they had no prior knowledge of the specific allegation and requested additional FBI material, but emphasized no active probe into Frogmore events.
Media reports, including from RadarOnline and OK! Magazine, cite sources indicating Harry and Meghan are “in shock” over the tainting of their former home. The couple, who have spoken candidly about royal life’s challenges in interviews and their Netflix series, have remained silent publicly on this development.
The allegation appears in broader DOJ releases—millions of pages since 2025—detailing Epstein’s network. While many focus on Andrew’s documented ties (emails, photos, travel), the Frogmore claim stands out for its graphic nature and location. Maxwell’s 2021 conviction did not reference this incident.
Royal commentators note the claim’s resurgence aligns with Andrew’s reduced circumstances: eviction from Royal Lodge in early 2026 and stripped honors. For Harry and Meghan, it underscores ongoing scrutiny of royal properties and past associations.
